What is the Specified Skilled Worker System?

Founded in April 2019**, this visa is designed to address severe labor shortages. It allows for the intake of foreign talent with specialized skills and knowledge to serve as immediate assets to businesses.

The Technical Intern Training Program focuses on international cooperation, while the Specified Skilled Worker System is a work visa that supports Japan’s labor needs. Key differences include longer-term employment and the possibility of job changes within the same industry.

Nursing care, building cleaning, construction, agriculture, fishing, food manufacturing, food service, lodging, automobile maintenance, shipbuilding/marine industry, fisheries & aquaculture, horticulture, industrial machinery manufacturing—totaling 12 fields with significant labor shortages (as of 2025).
